This project consists of preparation of a paper for the OECD Centre for Educational Innovation (CERI) project on ‘University Futures’. See the project website’s globalisation section

The paper was used as the basis for discussion at an OECD Expert meeting on “Globalisation, Market forces and the Future of higher education” in Lisbon, 4-5 May 2006 and has subsequently been revised.
